Project Consultant REQUEST FOR PROPOSALS
The Whitefish Trail Operations Committee solicits Requests for Proposals (RFP’s) to support new construction on the Whitefish Trail. Planning, design, and construction oversight entails coordinating new construction projects determined by the Whitefish Trail Operations Committee, City of Whitefish, and Whitefish Legacy Partners (WLP). Projects are determined on an annual basis with approval requirements from the DNRC, USFS, and other partners. Project Consultant will work directly with WLP Program Director and City of Whitefish Parks & Recreation Department. Proposals are due by Tuesday, 3/21.
WT NEW CONSTRUCTION SERVICES
Task 1. Construction Management – Smith Lake Phase 1 - Rehabilitation Project
Consultant will develop construction specifications to meet industry standards for WT Smith Lake Rehabilitation Project Phase 1, including ~.2 miles of trail, viewing platform, cribbed steps and landscaping.
Consultant will assist in planning and administration of construction RFQs, bid solicitation, open bids, sealed bids, and contracts for trail work and trailhead amenities. Consultant will coordinate with DNRC, City and WLP to keep records of all paperwork, including receipts and invoices received from vendors. Consultant will submit paperwork to WLP for review and WLP will submit payment requests to City. Consultant will oversee construction of lakeshore amenities, including dock and fence. Construction will only occur with DNRC approval.
Construction Timeline
Consultant will follow the following timeline for construction deliverables:
· March 15: Consultant will contact prospective contractors regarding upcoming construction opportunities.
· April 1: Scopes of Services complete, initiate bid solicitation process for WT construction.
· April 21: Solicitation closes; secure contractors; finalize contracts with City.
· May 1: Contracts signed and work begins.
· May 1 – July 15: Oversee construction and manage work.
· July 31: Construction Complete; Grand Opening.
Task 2. Planning, Design, and Construction Management – Beaver Lake FAS Vault Toilet
Consultant will work with City, WLP, and DNRC to design preliminary plans for Beaver Lake Fishing Access Site (FAS) vault toilet installation. All planning and design work will occur in 2023. Depending on availability, installation of vault toilet may occur in 2023. Consultant will plan and administer construction RFQs, bid solicitation, open bids, sealed bids, and contracts for vault toilet installation. Consultant will coordinate with DNRC, City and WLP to keep records of all paperwork, including receipts and invoices received from vendors. Consultant will submit paperwork to WLP for review and WLP will submit payment requests to City.
Task 3. Planning & Design – Smith Lake Phase 2
Consultant will work with WLP, the City, and DNRC to design plans and specs for Phase 2 of trail, trailhead, and bridge construction at Smith Lake to be accomplished in 2024. Required work involves coordinating engineers, obtaining required permits, and developing project drawings for project approval with DNRC.
Task 4. Ongoing WT Planning & Design
In support of WT- Close the Loop goals, set by the LLAC, Consultant will lay out trail corridor routes and trailhead locations, design trail features and trailheads, and coordinate with City and WLP during construction bid process to assist with budgeting and project visioning.
